Summary
Under general supervision, the Project Manager manages the planning, design, construction, and closeout of facilities, structures, roadways, runways, and other airport projects as identified in the Airport's Master Plan and Capital Improvement Program.

Essential Functions

  • Responsible for management and/or performance of design/engineering plans, budgets, sources of funds, delivery methods and controls procedures for existing facilities, projects and programs that enhance the airport business, including analysis of operational implications, impacts to the approved master plan, and regulatory requirements.
  • Presents specific project data and technical information for on-going and proposed Airport projects.
  • Tracks and analyzes schedule, funding, percent complete, etc., for ongoing projects.
  • Provides preliminary schedule and cost estimates for proposed projects and assists in coordinating and securing all necessary project approvals.
  • Facilitates construction oversight and implementation of projects and plans relevant to the Town within procurement requirements and established schedules and budgets.
  • Hosts design, Pre-Bid, Pre-Construction, Bid Opening, and Owner-Architect-Contractor meetings
  • Develops negotiating strategy, parameters, pricing, and terms for construction and consultant contracts.
  • Manages the formal procurement process which involves coordinating the advertising, bidding, evaluation, and correspondence process, and providing guidance and assistance to staff for all other procurements.
  • Coordinates development of bid specifications for Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Requests for Information (RFIs), and negotiates change order requests and contracts.
  • Establishes and maintains efficient relationships with vendors, program managers, project engineers, design firms, construction firms, and other agencies or organizations.
  • Works with the Operations, Maintenance and Real Estate teams to schedule, and oversee airport facility projects such as the airfield and landside infrastructure.
  • Oversee the Airport's Voluntary Noise program and related data, reports, and community responses
  • Specifies and reviews planning for airport improvements, development activities, and future needs.
  • Assists in the preparation of annual budget requests to include projections for capital improvement projects;
  • Prepares and submits regulatory reports in accordance with reporting deadlines.
  • Assists in the design of new construction to meet FAA and TxDOT requirements.
  • Completes project inspections and responds to concerns and inquiries related to all airport sponsored projects.
  • Performs on-call duties as assigned.
  • Attends various meetings, conferences, continuing education courses, and seminars as required.
  • May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions in the course of presenting certain Town special events.
  • Performs related duties as required or assigned.
Minimum Qualifications
  • Education and Experience:
    • Bachelor's degree or higher in Urban, Regional, or Aviation Planning, Aviation Management, Construction Management, Engineering or related field; AND
    • Four (4) years of public agency or aviation engineering, planning, architecture, operations, development, construction administration or capital project experience; OR
    • An equivalent combination of education, training, and experience.
    • A Project Management Professional (PMP), Certified Manager (CM), or Accredited Airport Executive (AAE) certification is preferred.
  • Conditions of Employment:
    • Valid Texas Driver's License.
    • Must be able to obtain Airport Movement Area certification within two (2) weeks of appointment.
    • Clear Criminal Background check and pre-employment drug screen.
  • Knowledge, Skills, and Abilities:
    • Knowledge of applicable local, State, and Federal laws, codes, regulations, and ordinances.
    • Knowledge of work safety practices, procedures, and protocols.
    • Per FAA Advisory Circular 150/5210-20, selected candidate must be able to demonstrate a knowledge of the English language.
    • Knowledge of supervisory principles and practices.
    • Strong leadership and management skills.
    • Skilled in professional business acumen, with principles and practices of budgeting, purchasing, contracting and records maintenance.
    • Ability to manage multiple complex projects at a given time.
    • Knowledge of Airport Building Codes, ADA requirements and FAA requirements.
    • Ability to collaborate with other departments/organizations.
    • Strong interpersonal and customer relationship skills.
    • Strong communication skills, both verbal and written.
    • Ability to work with minimal supervision and exercise considerable independent judgment.
    • Willingness to work long and sometimes irregular hours compliant with Federal Aviation Regulations.
    • Working knowledge of FAA grant requirements and DOT programs.
    • Ability to read and interpret blueprints and contracts and full knowledge or ability to quickly learn local government codes and regulatory requirements.
    • Working knowledge of project management techniques and engineering software.
    • Able to work with mathematical concepts and statistical inference and the fundamentals of plan and solid geometry.
    • Strong technical aptitude of computers and computer programs specifically Microsoft Office (Word, Excel, Project), PDF editing software, AutoCAD and Bluebeam.
    • Preparing clear and concise reports and specifications.
    • Establishing and maintaining effective working relationships.
    • Communicating effectively both verbally and in writing.
    • Exemplifying an enthusiastic, resourceful, and effective customer service attitude.
Supplemental Information
PHYSICAL AND WORK ENVIRONMENT

Work performed requires a high level of physical exertion, may be required to load and unload objects weighing up to 100 pounds. Work is performed outdoors in all weather conditions and may require entry into confined spaces and extreme heights.
This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.
